Plugs are used to plug the end of the limbs, or to plug the head. You glue the plug in, and it keeps your stuffing secure. Also, it makes the vinyl "firmer" right where the tie strap (cable tie) attaches, which allows you to cinch the tie up tighter if you wish to.
